The Seafarer’s Book functions as an identity document, proof of work experience, and a means of legal and safety protection. However, the level of fishermen’s compliance with the ownership and use of the Seafarer’s Book still varies, particularly at the Blanakan Fishing Port, Subang Regency. This study aims to: (1) analyze the level of fishermen’s compliance; (2) examine the influence of education, knowledge, policy socialization, supervision, and perceived benefits on fishermen’s compliance; and (3) identify the most dominant factor affecting compliance. This research employed a quantitative approach using a survey method. The population consisted of 320 active fishermen, with a sample of 76 respondents determined using the Slovin formula with a 10% margin of error. Data were collected through Likert-scale questionnaires and analyzed using descriptive statistics and multiple linear regression with SPSS software. The results indicate that fishermen’s compliance falls into the moderate to high category, with a percentage of 71.80%. The partial test (t-test) results show that education (Sig. 0.048), knowledge (Sig. 0.000), policy socialization (Sig. 0.006), supervision (Sig. 0.022), and perceived benefits (Sig. 0.010) have a positive and significant effect on fishermen’s compliance. Simultaneously, all independent variables significantly affect compliance, with an F-value of 38.742 and a significance level of 0.000. The Adjusted R Square value of 0.728 indicates that 72.8% of the variation in fishermen’s compliance can be explained by the model, while 27.2% is influenced by other factors outside the model. Knowledge is identified as the most dominant factor affecting fishermen’s compliance.
