This study aims to analyse the effectiveness of assessments in the career development of civil servants at the Ministry of Home Affairs. Assessments are used as instruments to measure the competence, potential, and performance of civil servants in order to support objective and merit-based career planning, including mapping employees for the purposes of transfers and promotions. </em></p> <p style="text-align: justify; margin: 0cm 28.25pt 0cm 36.0pt;"><strong><em>Material and Methods</em></strong><em>. The research method used was a combination of qualitative and quantitative approaches through interviews, surveys, and documentation studies, with the Personnel Bureau as the assessment implementing unit and the locus of research. The theoretical basis used Gibson's effectiveness theory, which covers seven aspects, namely productivity, quality, efficiency, flexibility, satisfaction, excellence, and development.</em></p> <p style="text-align: justify; margin: 0cm 28.25pt 0cm 36.0pt;"><strong><em>Results.</em></strong><em> The study shows that structured and competency-based assessments can improve the accuracy of civil servant placement and promotion. However, obstacles are still found in implementation, including a limited number of assessors, resistance from civil servants, a lack of system support, and budget constraints. To overcome this, the Ministry of Home Affairs has taken a number of improvement measures, such as utilising digital technology and artificial intelligence (AI), increasing the number of certified assessors, ensuring transparency of results with clearer feedback, and integrating assessment data into an integrated HR management system. These efforts are expected to strengthen the effectiveness of assessments so that ASN career development becomes more objective, measurable, and sustainable.</em></p> <p style="text-align: justify; margin: 0cm 28.25pt 0cm 36.0pt;"><strong><em>Conclusion</em></strong><em>. The implementation of assessments at the Ministry of Home Affairs has proven to be quite effective in supporting the career development of ASNs through the objective mapping of employee competencies and potential. Assessments improve the accuracy of job placements and promotions, although they are still constrained by limitations in assessors, budgets, ASN resistance, and system support. This study aims to analyse the implementation of stunting prevention policies in Bandung Regency. This policy is regulated through Regent Regulation No. 74 of 2019 concerning the Acceleration of Stunting Prevention and Control. The theory used is Van Meter and Van Horn's policy implementation theory, which includes variables such as policy standards and objectives, resources, inter-organisational communication, characteristics of implementing organisations, and economic, social, and political factors.</p> <p><strong>Materials and methods</strong>. This study used a qualitative descriptive method with data collection techniques through in-depth interviews, observations, and document studies.</p> <p><strong>Results</strong>. The results showed that Bandung Regency had made various cross-sectoral convergence efforts to reduce the prevalence of stunting. The main supporting factors included the high commitment of the local government, the availability of integrated health service posts (posyandu), and budget support through the regional budget (APBD). However, the study also identified a number of inhibiting factors, such as limited human resources and capacity, low public awareness, weak cross-sectoral coordination, and challenges in budget allocation that is not yet fully focused on tackling stunting.</p> <p><strong>Conclusion</strong>. The conclusion of this study is that the implementation of the Stunting Management Policy in Bandung Regency in 2024 has been quite successful, but improvements are still needed in terms of cross-sectoral synergy, increasing human resource capacity, and strengthening public education. Wiratech Jaya Mandiri, Makassar Branch https://journal.unucirebon.ac.id/index.php/jeas/article/view/1413 <p><em>This study aims to analyze the comparison between cash and debit payment systems in preventing fraud at CV. Wiratech Jaya Mandiri, Makassar Branch. The method used was descriptive qualitative, with data collection techniques through observation, interviews, and documentation. The results indicate that the cash payment system poses a high risk of fraud, such as embezzlement, data manipulation, and a weak audit trail due to manual recording. Conversely, the debit payment system is more effective in preventing fraud because transactions are automatically recorded in the banking system, are easily audited, and reduce physical contact with cash. Drift gillnets are among the dominant fishing gears in the Java Sea, contributing significantly to landings at Muara Angke Fishing Port (PPN Muara Angke). However, the contribution of each fish species to production value and its implications for marketing strategies remain underexplored.This study aims to analyze the contribution of fish species to production value and to identify implications for fisheries marketing strategies in the Java Sea, using secondary data from drift gillnet landings at PPN Muara Angke in 2025. The analysis was conducted by calculating the production volume and value of each species and relating them to market demand and processing potential.The results show that the total drift gillnet production in 2025 reached 35,000 tons, with the largest contributions from skipjack tuna (35.7%), mackerel scad (26.3%), and narrow-barred Spanish mackerel (13.7%). Together, these three species accounted for more than 75% of the total production. The dominance of small to medium pelagic species highlights their economic importance, both for direct consumption and as raw materials for processing industries such as canning, smoking, and freezing. Other species, including scad, round scad, and mixed catches, contributed less but remain essential for catch diversity and local market supply. Marketing strategies should prioritize supply chain strengthening, post-harvest quality improvement, and product diversification for skipjack tuna, mackerel scad, and Spanish mackerel. The success of tilapia farming is largely determined by the quality of water as the main living medium. This study aims to monitor the suitability of water quality in tilapia (Oreochromis niloticus) grow-out ponds at Pokdakan Lestari, Klangenan Village, Cirebon Regency. The parameters observed include temperature, pH, dissolved oxygen (DO), and brightness. Measurements were taken in situ using a Water Quality Checker (WQC) and Secchi disk in the morning, afternoon, and evening for 14 days, and the results were analyzed descriptively and comparatively with reference to the SNI 7550:2009 standard. The results showed that the water temperature ranged from 25.6 to 31.3°C with an average of 28.2°C; pH ranged from 6.6 to 8.3 with an average of 7.3; DO ranged from 3.52 to 6.26 mg/L with an average of 4.93 mg/L; and brightness ranged from 30 to 40 cm with an average of 34.6 cm. Overall, the water quality parameters were still within the SNI standard range, although the DO value was close to the critical limit. A descriptive analysis was conducted to evaluate the impact of economic crises on public spending policies and expenditure rationalization strategies.</p> <p><strong>Results.</strong> The findings indicate that implementing financial governance principles, including transparency, accountability, and efficiency, plays a crucial role in achieving financial balance and economic sustainability.
